
With 27 years of residency in Albany County, I have deep roots in our community, having raised five children here alongside my wife. Our family is actively involved in 4-H, ranching, local sports, and church activities, reflecting our commitment to the values that make this county strong. My public service spans over two decades, including roles as a volunteer firefighter, EMT, search and rescue team member, and a retired police officer with the Laramie Police Department for over 17 years. These experiences have equipped me with a comprehensive understanding of law enforcement and community safety. Guided by a strong faith in God, I am dedicated to restoring transparency and accountability to the Sheriff's Office. My primary goals are to rebuild departmental excellence, ensure efficient use of taxpayer money, and protect ALL citizens in Albany County.
Throughout my tenure with the Laramie Police Department, I also served as a Crime Prevention Officer. In this role, I worked closely with local businesses to reduce crime by conducting security surveys, identifying common vulnerabilities, and assisting organizations in implementing best-practice crime prevention strategies.
During this time, I also played an integral role in the design planning of the current Laramie High School, with a focus on enhancing student safety and improving traffic flow for students, staff, and emergency responders.

On October 15, 2024, Officer Cleven was presented with a Life Saving Award. While clocking out and arriving at the Police Department, a medical emergency was broadcast over the radio. Recognizing the location of the incident and the positions of other responding officers, Officer Cleven immediately returned to service and responded to the scene. Upon arrival, he performed CPR on the individual in medical distress. Due to Officer Cleven’s prompt and decisive actions, the citizen survived the medical emergency.

This case involved one of the largest serial vandalism investigations undertaken by the Laramie Police Department in recent years. Drawing on his long-standing residency within the community, Officer Cleven utilized his local knowledge, established partnerships, and professional training to assist in resolving the case and securing restitution for the affected citizens of Albany County.

On April 16, 2024, Officer Cleven was honored to participate in a Life-Saving Award recognition ceremony for fellow officers. On this same date, Officer Cleven was also presented with a Letter of Commendation in recognition of his service and contributions.

Officer Cleven served as a Department Hostage Negotiator for approximately eight years prior to his retirement. In the incident pictured, Officer Cleven successfully de-escalated a male experiencing a mental health crisis during a January response in below-freezing temperatures.
If elected Sheriff, Officer Cleven will continue to prioritize and encourage comprehensive training in mental illness recognition and de-escalation techniques, with the goal of reducing use-of-force incidents while improving outcomes for both citizens and deputies.
